A written public comment from Benco Packett (14115 Bridal Road) was read into the record during general public comment. Packett thanked staff for outreach during a prior public-input forum and urged the city not to "throw out and recreate" the minor-plat process, saying that "95% of the minor plat process is functional for use today."
Packett recommended the city include a statement on the property deed for any lot created by a minor plat that records the maximum allowable impervious area so prospective buyers would know what they can build before purchase. Packett also urged the city to implement an as-built survey requirement after construction to record impervious surface installed and suggested that the city either provide the as-built service to current residents who build or let developers fund the service via an impact fee so costs do not fall on existing owners. Finally, Packett asked that the city avoid imposing new restrictions on small-lot owners who already face development challenges.
