Planning commission backs five‑year strategic implementation update, asks staff to include El Camino Real economic development

The San Clemente Planning Commission voted March 4 to recommend City Council adopt the 2026 Strategic Implementation Program (SIP) update, a five‑year work plan that prioritizes projects and aligns budget and staffing with the city's general plan. Staff presenter Alexia summarized the SIP's summary table and detailed project list, which includes timelines, target years and preliminary budget notes.

Commission discussion focused on housing‑implementation items (inclusionary housing policy and in‑lieu fees), the status of the city's parking management initiative and historic‑resource survey work, and a proposal to allow short‑term lodging changes tied specifically to large regional events such as the Olympics. Commissioners urged staff to develop concrete in‑lieu fee frameworks where appropriate to support capital projects and shuttles tied to parking waivers.

Most notably, the commission asked staff to expand the economic‑development scope associated with the proposed gateway overlay to explicitly include study of El Camino Real as a focus area for incentives and zoning options. Chair Cosgrove and multiple commissioners said north El Camino Real contains underutilized parcels that warrant targeted planning attention. The commission moved and seconded a recommendation approving the SIP update with the El Camino Real direction; the motion carried.

Next steps: staff will add the commission's direction on El Camino Real to the SIP documentation and forward the recommendation and minutes to City Council.
