The council took a roll‑call vote requested by a member. The tally was recorded as six no and three yes; the motion failed. A council member said staff should ask the coalition whether the deadline can be extended to allow more time for review.
The council did not approve any sign‑on or expenditure and instead asked staff to follow up with the coalition and, if an extension is granted, bring further information back to the council.
