Commissioners accept facility consolidation study and authorize KLJ to finish phase 2 within the existing budget

The Ouray County Board accepted a facilities consolidation study (phase 1) and authorized KLJ Engineering to complete the remaining phase 2 deliverables within the existing task-order budget, after staff said KLJ agreed to cover some outstanding costs to finish delayed work.
Staff said the county is behind schedule on the project but that the prime consultant, KLJ, offered to complete site-acquisition investigations, block diagrams, minimal GIS work, and high/low/medium preconceptual cost estimates without exceeding the remaining task-order budget. Commissioners raised questions about coordination with subconsultants and asked which meetings took place; staff said recent meetings included the former county manager, KLJ and subconsultant representatives and recommended re-establishing the relationship with the prime consultant to avoid contractual confusion.
"We need to move forward," a commissioner said. The motion to accept phase 1 and authorize KLJ to complete phase 2 within the existing budget was moved by Commissioner (S3), seconded by Chair (S1), and approved unanimously.
What's next
KLJ will proceed with the agreed deliverables and provide a supplemental draft report and the site-acquisition investigations for the board's review; staff will monitor deliverables and report progress back to the board.
