Planner outlines UDO draft revisions including ADU standards; recommends public review

Mary Stoddard, a planner with Banting Engineering, presented draft revisions to the Town of ClaytonUnified Development Ordinance, saying she reorganized chapter content, clarified duplicate language and added accessory-dwelling-unit (ADU) provisions for board consideration.
Stoddard told the commission she restructured Chapter 2 and translated existing development standards into a clearer draft format, added ADU structure and site standards and included discussion points on short-term rentals. She said some process steps and red-line items remain to be reconciled, and flagged manufactured-home provisions for discussion since the ordinance currently allows them only by special exception in certain districts.
Why it matters: the UDO guides zoning, permitted uses and development standards across the town. Reformatting and clearer ADU standards could change how small secondary units are permitted and assessed in residential areas.
Stoddard recommended the board bundle adoption after community review and public hearing and then forward revisions to town council for final adoption. Board members asked whether the town should adopt changes in "bite-sized pieces" or wait to adopt the full package; Stoddard suggested broader public review before final adoption.
The board thanked Stoddard for the work and discussed next steps to post the draft to the town website, provide public copies at town hall, and schedule a public hearing as part of the adoption process.
