Fuller Acres to vote on streetlight service after LAFCO approves CSA 87 annexation and SOI change

Kern LAFCO approved a sphere‑of‑influence amendment and an annexation into County Service Area 87 (Annexation No. 7, Fuller Acres) to enable streetlight service, and County Public Works laid out the next steps for a Proposition 218 assessment vote.
Miguel Munoz of Kern County Public Works explained the process: "We're gonna conduct a Prop 218 hearing following this proceeding where the owners affected will be voting for the rates to be established in order to provide the services. We would need a 50% plus 1 in order to establish the service." He told residents that the lights would be installed on existing PG&E poles and that no property acquisition is expected because easements are already in place.
A Fuller Acres resident, Rosalinda Munoz, asked whether the streetlight plan would affect property lines and whether it would increase rates. Miguel Munoz said the assessment amount will be shown in an engineer's report and included with the mailed notice and ballot; the report will provide the per‑parcel dollar amount and the assessment's installment timing on property tax bills. Staff said notices and ballots will be mailed after the engineer's report and a board hearing; residents should expect the packet and a 45‑day period for ballots to be returned.
Abby Power of Leadership Council, a nonprofit assisting community outreach, told the commission the council has hosted Fuller Acres meetings and will help inform residents; she also said the streetlight project does not involve grant funding for the council. Commissioners pressed for transparency and community outreach; staff committed to including the assessment amount on the notice and ballot and to holding a public informational meeting prior to the hearing.
Commissioner Couch moved to approve the sphere of influence amendment; Commissioner Flores seconded. The commission voted "All ayes." The commission then approved the annexation into CSA 87 by roll call after a separate motion and second, also recorded as "All ayes." The county will finalize technical materials (engineer's report and notice) and proceed with the Prop 218 balloting process in the coming months.
