Hempstead board advances local laws on parking and arterial stops, adopts administrative calendar with two items tabled

At its Feb. 24 meeting the Town of Hempstead board advanced local laws on parking/standing prohibitions, arterial stop controls and handicap parking; the board tabled items 22 and 33 from the administrative calendar and recorded a recusal on item 24.
The Town of Hempstead Board on Feb. 24 moved forward with several local laws affecting parking and traffic controls and approved most items on the administrative calendar while tabling two items for later consideration.
During the public hearings portion, the board opened and closed hearings on a proposed local law to establish parking or standing prohibitions in Baldwin, Inwood, Uniondale and near Valley Stream; a motion to adopt the first amendment passed with the clerk recording 'aye' votes from Supervisor Ferretti and each council member present. The board also approved a proposed local law authorizing arterial stop controls in Roosevelt, Wantagh and West Hempstead, and adopted a proposal establishing handicap parking on public streets in Elmont. A separate proposed local law to amend Town Code chapter 153 regarding a cat and dog litter registry was noted as continued from Feb. 10.
On the administrative calendar, staff recommended tabling items 22 and 33; the board moved, seconded and voted to table those items. One board member recused themself on item 24 before the vote. A motion to approve the remainder of items 5 through 41 (excluding the tabled items) was carried on a roll-call 'aye' by the supervisor and council members in attendance.
The record shows the votes recorded aloud as 'Aye' by Supervisor Ferretti and the council members called (transcript records indicate unanimous approval where votes were taken). No contested roll-call 'no' or abstentions were recorded in the transcript for the votes on the noted items.
Procedural votes and tabling decisions were completed during the public portion of the meeting. No ordinances were adopted on second reading during this session and the transcript does not show any final effective dates for the proposed local laws at this meeting.
After the formal business, the board remained to hear public comment on shelter operations and other matters.
