City administrator Lawrence said a final filing with the county clerk should not occur until the council accepts the constructed infrastructure and MRB’s field inspections are complete.
Council discussion centered on two options: approve the final plat now with conditions that the developer meet all items in MRB’s 02/23/2026 letter, or deny the plat to force a resubmittal and give staff more time for review. Councilman Wiggins moved to approve the final plat conditioned on compliance with MRB’s letter; the motion was seconded and the council recorded unanimous approval.
Separately, council members asked who should perform the sewer review. Several council members expressed confidence in MRB’s contracted services and asked that MRB take over sewer-plan review and field inspection for Eagle Prairie as part of the city’s existing engineering contract. A motion authorizing MRB to oversee the sewer work for this project passed on a recorded vote.
MRB and city staff said construction cannot begin until MRB approves the construction plans and the city signs off on any field testing and inspections. MRB also said the developer’s traffic‑impact analysis had been reviewed and that repaving and sewer work along Eagle Drive would help address roadway impacts.
The council’s conditional approval means the developer may proceed with final steps if they fully satisfy MRB’s comments; if the developer fails to meet the conditions, the plat will have to return to a future council meeting for reconsideration.
