Lancaster’s broadband authority said All Points Broadband won awards covering 880 homes and is in pre-contracting with an anticipated build completion by December 2027; the authority also described challenges getting a handful of addresses onto the FCC map (CostQuest denials) and ongoing affordability gaps after the loss of the Affordable Connectivity Program.
Keith Kidd, representing the Lancaster County Broadband Authority, briefed supervisors on the county’s BEAD/BEED outcomes and mapping challenges. He reported that All Points Broadband won the majority of awards (880 homes) and is in pre‑contracting and preparing to begin environmental and historic reviews; the authority expects construction to be substantially complete by December 2027 for the awarded homes. Kidd said Breezeline was awarded two homes and Amazon 10 potential customers in the county.
Kidd described continuing problems with the FCC broadband map process: some residents’ addresses have been denied by CostQuest (the FCC’s third‑party map reviewer) despite appearing to have homes visible on Google Maps; in those cases staff have helped constituents file challenges and the county has engaged congressional staff as needed. He also noted that the county lost an independent wireless provider (VABB) and that some customers had to transition to other providers.
Kidd warned that federal program budgets are shifting and that the loss of the Affordable Connectivity Program has left affordability gaps for many users. He recommended continued outreach to identify missing homes and to press for remedies to get eligible addresses onto the FCC map so they can be served and funded under grants.
Board members thanked the Broadband Authority for outreach work and asked staff to continue assisting constituents with mapping challenges and to report back on progress toward getting remaining addresses served.
