Shenandoah council OKs roundabout contract, utility-fee changes and vehicle purchases

The Shenandoah City Council approved a package of administrative and capital items at its recent meeting, including a contract award for the Vision Park roundabout, an amendment to utility billing ordinances to permit credit‑card fees, and the purchase of three police Tahoe patrol vehicles.
Staff recommended awarding the Vision Park roundabout construction to Materials Tech LLC, the lowest bidder at $98,661 including a $15,000 cash allowance; the Monuments/MD D board provided an additional $20,000 to cover the shortfall and council approved the award after staff confirmed references and bid circumstances.
Council also approved an interlocal agreement with the Texas Municipal League Intergovernmental Risk Pool (TML IRP) to maintain cyber liability coverage; the city attorney reviewed the document on the dais. Separately, staff presented an amendment to Chapter 74 of the city code permitting the city to disclose and pass through credit-card processing fees for utility accounts and to change deposit-return timing so deposits remain on accounts until closure. City staff estimated credit-card fees for water/sewer currently run about $82,000 annually and said the ordinance change would save roughly $90,000 a year for the water/sewer fund.
The council approved funding to purchase three police Tahoes — two patrol vehicles and one K‑9 vehicle — noting a combined budget increase of about $15,000 that staff expects to offset by selling two existing vehicles. Staff said vehicle availability prompted the early purchase for next year's fleet.
Other routine business approved during the meeting included a variance to allow generator equipment at 26 South Parkgate, a wine-and-malt on-premise permit for Broward Enterprises 2 LLC (Escapeology), adoption of several sets of minutes and ratification of August accounts payable.
City staff also updated council on multiple capital projects: Wellman Road drainage design is complete and construction is scheduled pending hospital easements; Research Forest/Grogan's Mill northbound turn-lane work is underway with expected December completion; wastewater treatment plant construction is progressing; and ARPA-funded water-plant and elevated storage tank submittals are in process. The council moved to adjourn after an executive session on real property and economic-development matters concluded with no action.
Council set regular meeting dates for November and December as listed in the agenda packet and directed staff to place a proposed earlier meeting start time on a future agenda for discussion.
