The Finance Committee moved on Jan. 29 to recommend the FY27 Capital Improvement Program (KIPP) resolution to the full assembly for public hearing and adoption. Assemblymember Guttenberg moved the recommendation and it was seconded; staff reviewed the 18 projects proposed for FY27 and explained the amendment form and fund‑coding process.
Staff detailed the FY27 package and highlighted the projects they proposed to fund in the first year, including park repairs, school facility heating projects (Lathrop boiler replacement), playgrounds, Pioneer Park bridge work and scoping for an indoor community playground and an interior field house.
The committee also received staff reports on several road service‑area tax‑cap election requests. Michael Bradley of rural services summarized three commission requests: the CV service area seeks to raise its tax revenue cap to $62,000 (mill rate roughly 0.672 to 1.5), Caney Road sought $6,650 (mill rate approximately 1.443), and 6 Mile Village requested raising its cap to $25,000 (projected mill rate ~2.74). Bradley described each service area’s dollars‑per‑mile ranking and said the commissions held publicly noticed meetings before initiating election requests.
Procedural note and vote: the committee took a roll‑call vote on the monthly budget and fund balance reports; the motion passed 8–0. The committee’s CIP recommendation will be forwarded to the assembly for a public hearing on Feb. 26 and possible adoption by March 1, per the schedule staff cited.
