Committee reviews Viewcrest Service Area repaving match for FAST surface upgrades

The Assembly Finance Committee reviewed ordinance 2025-20-1R on Jan. 22, which would appropriate $58,698 from the Viewcrest service area fund balance to provide the required local match for a FFY2026 FAST Planning surface upgrades project in the Viewcrest Service Area.
Michael Bradley, Public Works staff, said the project will "repave a portion of 1 road and complete the other road"—roughly 1.5 roads—and will replace an existing chip seal applied in the mid‑1980s. He told the committee the work is a 9% match, design is expected to be complete next month and the project is scheduled to go out to bid in April.
Committee members asked whether the service area is self‑contained and whether the project could prompt others to request inclusion. Bradley said the nominated service area is self‑contained and that the borough typically manages project selection from the Public Works office; FAST Planning uses an annual nomination process and reallocates funds from other projects to support surface upgrades.
The committee also sought clarification about where the paving will begin and whether the project includes other intersection work; Bradley said the work will replace aging asphalt and is limited to the roads in the nominated service area for this funding round.
No formal vote on the ordinance was recorded at the Jan. 22 meeting. Staff said they will bring follow‑up materials as requested and that future FAST nomination rounds will consider additional sites.
