The Walla Walla County Board of Commissioners approved a request for applications to operate a winter warming center and described a short‑term funding arrangement to keep the service running this winter.
Nancy (Department of Community Health) told the board the department will upfront roughly $30,000 to pay a contractor and then invoice the City of Walla Walla and the City of College Place for reimbursement. "Department of Community Health is upfronting the 30," Nancy said, and staff outlined a proposed split of $10,000 from the county DCH, $15,000 from Walla Walla and $5,000 from College Place. Nancy and Sam Japel said the RFA is for warming only; past efforts also covered cooling and air‑quality needs.
Commissioners asked whether the amount would be sufficient and whether a backup plan exists if no applicants respond; staff said there is no firm backup plan but that ongoing community conversations could produce other solutions. The board approved the RFA and the short‑term plan by voice vote.
Staff said the RFA is intended to buy time for a longer‑term solution and that further funding or activation decisions would be subject to future discussions with cities and community partners.
