Dr. Denise Bartlett introduced a first reading to revise policy and regulation DJE (bidding/purchasing) to implement federal suspension and debarment verification for grant-related procurements. She said the addition reflects a federal requirement intended to “ensure that grant related purchases are not made from an entity that has been suspended or debarred by the federal government.”
The proposed change adds a reference to the Code of Federal Regulations, Title 2, and would require procurement staff to check federal exclusion lists when nonprocurement transactions are expected to equal or exceed $25,000. Board members asked practical questions about how verification will be performed; Dr. Bartlett said the district’s procurement specialist would access government websites that list parties excluded from federal contracting.
Members also clarified that the district currently does not use an online bidding portal: respondents must submit physical proposal copies (with an electronic copy on thumb drive) and district teams review printed materials. The revision will return for a subsequent reading.
