West Valley City Council approves zoning changes, development agreement and ALTA survey; proclaims Lights on After School Day

West Valley City Council on Aug. 12 unanimously approved a series of zoning map amendments, a development agreement tied to a rezoning, and a contract for an ALTA survey, and issued a proclamation recognizing Aug. 20, 2025, as Lights on After School Day in honor of American Preparatory Academy.
The council opened the meeting with a presentation by American Preparatory Academy’s Systema Strings and a proclamation read by Council member Nordfeldt declaring Aug. 20 Lights on After School Day, highlighting after‑school participation rates and the academy’s programs. “Now, therefore, we, Mayor Karen Lang and the City Council, do hereby declare 08/20/2025 as Lights on After School Day in West Valley City in honor of American Preparatory Academy’s after school programs,” Nordfeldt said while presenting the proclamation.
During the public comment period, a resident praised after‑school opportunities and raised constituent concerns about local road conditions and the consistency of code enforcement, noting that some streets (including 3500 South) are maintained by the county and remain a frequent complaint. Janzell Tutor, a Taylorsville resident, urged support for West Valley Arts Theater after a recent production and described how the show positively affected her children.
On land‑use matters the council approved GP 3‑2025, a city‑initiated amendment to the Fairborn Station vision in the general plan. Later the council approved Z 3‑2025, a rezoning request filed by Carl and Jennifer Newland to rezone property at 5173 West 3500 South from agricultural to R‑1‑7 (minimum lot size 7,000 square feet) so the family can retain the existing house and build an additional dwelling. “We’ve lived here for 31 years now… Housing’s incredibly expensive nowadays, and … this is our request to basically try to help keep our family,” Carl Newland said.
The council also approved Z 32025, a rezoning request for property at 3930 West Parkway Boulevard (filed by Tyler Jones / IHC Select Services Inc.). Dustin Gallegos, CEO of Solid Beaver Health, urged approval and described the applicant’s intent to make the site available for a mental‑health hospital, saying the location and outdoor space make it well suited for therapeutic programming and short‑term voluntary stays.
Council members voted to adopt a zoning text amendment (ZT 3‑2025) to permit certain medical and dental service offices within manufacturing zones if properties are partially or entirely within 500 feet of residential uses. Chris Rowe, representing the applicant’s asset‑management team, said the change is a limited, targeted way to fill vacant space and support revitalization in affected areas.
In other business the council unanimously approved Resolution 25‑106, authorizing the city to enter into a contract with Meridian Engineering Inc. to perform an ALTA survey on city‑owned and city‑used property.
