Council hears ARPA-funded EMS garage bay update and approves an amendment request to use general fund balance for $180,000 overrun

Deputy County Administrator Miss Snowden briefed council on the Lancaster County EMS garage bay capital project, which houses larger emergency response vehicles such as the county's mass casualty incident bus. Snowden said council had allocated approximately $542,000 in federal ARPA funds for design and construction, and that the project experienced contractor and site work issues that produced unforeseen costs.
Snowden said the project was paused from about December 2023 until February 2024 but has since been completed; staff requested an amendment to move $180,000 from the general fund assigned balance to cover the overage. Council members asked whether the general fund balance figure is final given the pending audit; finance staff said the amount is a ballpark and adequate to cover the request.
One council member asked for a full report documenting what happened and where responsibility lies so the county can pursue transparency and accountability and prevent future problems. Council discussed the need for a follow-up report on contractor performance and project controls. The council voted unanimously to approve the funding amendment as presented.
Staff will prepare a written summary of the project delays and issues and provide the report to council to address accountability questions raised during the discussion.
