Snohomish County Council adopts Black History Month resolution, schedules multiple ordinance hearings and confirms Sound Transit appointment

At its Feb. 4, 2026 session, the Snohomish County Council unanimously approved Resolution 26-006 recognizing Black History Month, set public hearings on several ordinances for Feb. 25, adopted public meeting conduct rules (Motion 26-056), and appointed David Parshall to the Sound Transit Board (Motion 26-061).
The Snohomish County Council met Feb. 4 in the Jackson Boardroom and, during its legislative session, approved a series of routine and scheduled actions before recessing to a later public hearing.
The council unanimously approved Resolution 26-006 recognizing February 2026 as Black History Month. The motion to adopt the resolution was moved and seconded and carried 4 to 0.
Council then approved administrative Motion 20670 (no discussion recorded on the legislative meeting minutes) and set public hearing dates for multiple ordinances introduced at the Planning and Community Development Committee. The council set the public hearing for Ordinance 26-002 (growth management; uses in commercial and industrial zones), Ordinance 26-003 (development permit fees for transportation review), Ordinance 26-004, and Ordinance 26-005 for Wednesday, Feb. 25, at 10:30 a.m.; each motion to set the hearing date passed unanimously.
The council considered Motion 26-056, a proposal to adopt public meeting conduct rules presented by Heidi Bizzizzo. The rules describe expectations for public participation and identify corrective steps the chair or council may take for disruptive behavior; the council approved the motion 4 to 0.
On regional governance, the council approved Motion 26-061 to appoint City of Lynnwood council member David Parshall to the Sound Transit Board for the remainder of a term beginning Jan. 1, 2026, through Dec. 31, 2027. Staff (Deb Bell) said the nominee meets requirements under RCW 81.112.040; the appointment was approved 4 to 0.
The council recessed the legislative session until its 10:30 a.m. public hearing. No further policy debate or formal amendments were recorded during the Feb. 4 session.
