At first reading, planning staff presented proposed amendments to the development agreement between Lancaster County and Seaford Exchange Land Company for The Exchange, a mixed-use project on roughly 130 acres at 8918 Charlotte Highway.
Staff outlined three main requests: a five-year extension to the agreement term, an exemption to strict Build‑To‑Zone (BTZ) placement for several front parcels to allow middle-of-lot alignment for aesthetic and parking reasons, and a change to parking maximums (the developer initially asked for 4× minimum; staff recommended 3× and the developer agreed).
Planner comments noted the parcels are also subject to the highway corridor overlay and that staff’s review concluded the requested BTZ flexibility would not harm neighboring parcels when paired with the overlay. Staff recommended approval of all three amendments, and the council voted unanimously to approve the first reading.
The matter will return for subsequent readings and final adoption; staff said the amendments are meant to ease certain site design constraints while preserving corridor architectural standards.
