Council and schools debate CIP priorities as public commenters urge safety and funding for educators

Council members pressed school and city staff on the status of capital projects and unspent authorizations. One council member noted a reported $5.8 million lump sum to schools and roughly $19 million of authorized-but-not-issued school capital commitments and asked why projects approved in prior years remain unfinished or unfunded in practice.
City staff explained bonds are sold on a schedule and that some projects are underway though bonds for them have not yet been issued. Facilities staff highlighted recent restroom upgrades at Charlottesville High School (B Commons), noted ongoing ceiling and restroom issues elsewhere, and warned that the synthetic turf field is nearing the end of its service life and will need replacement within approximately three years.
Public commenters: D'Herhart Line (S13) urged immediate grounds maintenance at Jackson Via after vehicle fires and said leaves and overgrowth created safety hazards for staff parking; Shannon Gilligan (S18), a 15-year teacher and president of CEA, urged the council to fully fund the educators’ contract to retain staff and warned that neighboring Albemarle County already pays more; Salithia Carr (S15) asked the council to prioritize social-emotional wellness, school safety and educator support when allocating budget lines.
Next steps: Council members proposed more frequent CIP oversight (quarterly briefings) and asked staff for clearer reporting on the timing and execution of capital projects and bonds. No capital appropriations were finalized in the meeting.
