The Kenai Peninsula Borough Assembly's Committee of the Whole discussed whether to move hospital quarterly reports from regular assembly meetings to Committee of the Whole sessions but decided to leave the reports in regular sessions for now. The assembly president announced an executive session scheduled for the meeting would be postponed to the Jan. 20 assembly meeting, saying, “So we'll postpone that to the January 20, Assembly meeting.”
The discussion centered on two competing priorities: streamlining lengthy assembly agendas and preserving public access. The clerk told the body that the borough’s operating agreements require quarterly written reports and oral quarterly presentations to the assembly: “Our both operating agreements require a quarterly report to be provided in writing and then orally presented to the assembly quarterly.” That legal requirement framed several members’ responses.
Vice President Cooper argued the presentations should remain in the regular session so residents who listen by radio or Zoom can hear them directly, saying, “I feel pretty strongly about, the opportunity for those reports to be done during the regular session.” Assembly member Dunn emphasized that committee meetings are not broadcast on radio and that radio coverage reaches a wide portion of the peninsula, noting the potential for reduced public engagement if reports were moved: “The Committee of the Whole or, or any of the committee meetings are not broadcast on radio.”
Mayor Michicky proposed meeting semiannually for some reports and supported exploring a mix of committee and regular-session presentations, and Vice President Cooper offered a compromise of holding each of the three recurring presenters twice in Committee of the Whole and twice in regular sessions each year. The assembly president said he would solicit input from the service area boards before making any change and echoed the next step: “I will reach out and ask them, for comments as well.”
No formal vote was taken. The president closed the Committee of the Whole and noted the main assembly would convene at 6:00 p.m.
