The Kenai Peninsula Borough Planning Commission on Jan. 26 approved preliminary subdivision of the Forest Acres (Seward Gateway) property and granted an exception to borough street‑width rules.
Staff described the proposal as a recombination of four parcels into two tracts of roughly 5.716 acres and 8.083 acres with access from Hemlock Avenue and Seward Highway. Staff said the plat proposes a 20‑foot dedication to Juniper Street and requested an exception to KPB 20.30.120 (street‑width requirements) for Laurel Street to accommodate a revised right‑of‑way configuration. Staff recommended granting the exception and placing any exceptions on the final plat with the meeting date.
“No applicant was present and no public comments were received,” the chair said before commissioners moved to act. A commissioner moved to grant preliminary approval and to adopt the staff report and recommendations; another commissioner seconded the motion. The commission then separately moved to grant the exception to KPB 20.30.120, tying enumerated staff findings to the three standards required for an exception. The commission voted unanimously on both motions.
Votes at the roll call for the exception and the preliminary plat recorded affirmative votes from Slaughter, Venuti, Whitney, Pikes, Morgan, Gillum and Brantley; both measures passed 7–0. Staff noted a subdivision agreement with the City of Seward had been executed and that a new permit would be required for any state road access.
The commission’s action advances the Forest Acres preliminary plat subject to the standard conditions noted in the staff report and compliance with KPB code. The plat will be returned for final‑plat action with any required notes and the committee’s exception recorded on the final document.
