Committee hears proposal to renew communications-site lease with Chugach Electric near Cooper Landing

The Kenai Peninsula Borough lands committee reviewed an ordinance to authorize a communications-site lease agreement with Chugach Electric Association for a communications tower site near Sunrise outside Cooper Landing. Aaron Hughes said the prior lease had lapsed and the proposed terms start at $1,000 per month with a 3% annual escalator, an initial five-year term and four consecutive five-year renewal options.
Hughes said the lease reserves tower space for emergency or other borough communication needs. The Cooper Landing Advisory Planning Commission will review the proposal on March 11 and the Planning Commission on March 16. Committee members expressed approval that additional communication services would be allowed on the tower.
No vote was taken at the lands committee meeting; the item will proceed through APC and Planning Commission review and then to a borough hearing on March 17, 2026.
