Council approves $689,662 change order on North Fairgrounds Road project after pipeline costs and missing bid items

The Midland City Council unanimously approved Change Order No. 1 for the North Fairgrounds Road (Loop 250 to Mockingbird Lane) paving project, adding $689,662.76 to the contract with Jones Brothers Dirt & Paving.
City staff explained the project’s planning and design work predated the pandemic and that a consultant's original order‑of‑magnitude estimate (OPC) was $3.9 million. The awarded contract in 2022 was significantly lower, but the project encountered an unforeseen pipeline relocation initially quoted near $1 million and negotiated down to roughly $694,000. Staff also said about $480,000 of the change order covers additional earthwork that was included in the consultant estimate but omitted from bid documents.
When the pipeline relocation, change order and the original contract are combined, staff said the project is approximately $4,143,000, about 3.6% above the earlier estimates. City staff said they have reviewed unit prices against similar work and are implementing process changes — including use of a project management platform (ClickUp) — to avoid missing items in future bid documents.
Council members noted the importance of contractor communication and process improvements to prevent similar surprises. The motion to approve the change order carried unanimously.
