The Midland Planning and Zoning Commission voted unanimously to approve a series of rezones and plats across several districts, moving forward projects that include single‑family lot splits, commercial replatting and two large reinstatements.
Items approved included a rezone and lot‑split for property on the east side of South Carver Street to allow single‑family dwelling development; a final plat for the Northwest Acres addition (0.33 acres into one lot); a preliminary plat for Moody Edition section 18 (0.48 acres into three lots); and other final plats for the Wingate addition. The commission also approved a zone change and related preliminary plat for a 34.019‑acre tract near West Interstate 20 and Rankin Highway submitted by Park Hill on behalf of MPDC Parent Holdings LLC, where the applicant proposes a gas station, car wash and truck stop.
During discussion of the Park Hill application, a commissioner asked where water for the proposed truck wash would be sourced. Applicant representative Josh Wallander said the water would come from city service and the facility would reclaim water on site, consistent with typical car‑wash practice: “water is gonna come from city usage, but it will also be reclaimed on site.”
The commission also reinstated a large preliminary plat for Vineyard Reserve LLC (about 309.24 acres into roughly 547 lots) and approved a reinstatement and final plat related to an original town addition section 30 that consolidates lots for a proposed hotel development and includes several right‑of‑way vacations.
Most items generated no public comment and staff recommended approval in each case; commissioners moved, seconded and approved the listed items by recorded voice votes. Item 9 was pulled and rescheduled for December 15.
