In council discussion, one member expressed discomfort with current development-agreement language that could allow builders to add basement walkouts before the property transfers to homeowners. “I would prefer ... no basement walkout should be allowed until after the new ownership is transferred,” the council member said, and indicated they would vote no absent revised language.
Council debated whether to amend the development agreement; a motion to approve the zone-change ordinance was moved and seconded and passed by majority. The council then moved to approve the development agreement by resolution 25-108 and recorded a unanimous roll-call in favor.
