City communications staff outlined the city’s outreach and education strategy for an upcoming bond election and charter election, telling the council the work will emphasize neutral, factual materials and multiple channels to reach residents.
Don Magner introduced the item and Greg Solis, the city’s director of communication and community engagement, described a phased plan beginning with an awareness phase in February–March, an education phase in March–May with print and online materials, and a post‑election phase in May–June. Solis said the materials will comply with state law, will be visually neutral, and will include Spanish and Vietnamese translations. The city will provide one‑page guides, an interactive map for bond projects, digital videos (a charter video is already complete), and two face‑to‑face open houses in early May.
Solis said the GMP and ILA conversations are separate but noted the city’s communications work aims to give residents clear information about what measures do, project locations, costs, and any tax‑rate impacts. Staff created vanity URLs to make resources easy to find and set up email addresses for public questions.
What’s next: Staff will continue producing and translating materials, schedule open houses in April/May, and update the city website and social channels as the elections approach.
