Groves council ratifies emergency sewer repair, approves replat and invoice list

At its May 27 meeting, the Groves City Council approved several routine and time‑sensitive items, including the approval of minutes, a subdivision replat, ratification of an emergency sewer repair and the May 27 invoice list.

A motion to approve the minutes of the May 12, 2025 meeting carried after the presiding officer called the roll; the Mayor and multiple council members responded "Aye" and the motion passed.

On a land‑use item, the council considered a replat for 5948 Carolina Avenue (legal description TR22‑A, replat of Lots 22 and 23, Block 4, Dixie Gardens). A planning representative advised the replat met the applicable ordinances and zoning requirements; the council voted to approve the replat.

The council ratified the city manager’s emergency authorization for a pipe‑bursting project to repair a deteriorated 10‑inch concrete sewer line between McKinley and Roosevelt. Staff described discovering a sinkhole and extensive pipe deterioration, contracting a pipe‑bursting firm to replace the line, tying in eight service taps and completing cleanup and restoration work; the council voted to ratify the emergency authorization.

Finally, the council reviewed an invoice list containing 13 items and a stated grand total of $182,292.50, including payments to contractors and vendors for environmental testing, landfill fees, ARPA administration, equipment rental and the pipe‑bursting work. The presiding officer called for the vote and multiple council members answered "Aye," after which the motion passed.

No items in this set required additional public hearings at the meeting; each motion was voted on and recorded by the presiding officer as passed.
