Council adopts 4.5% water and wastewater rate increase, effective Feb. 1, 2026

The Grand Prairie City Council approved the final reading of an ordinance to raise water and wastewater rates by 4.5% for fiscal year 2026, city staff said.
Noreen Housry, director of engineering and utility services, presented a cost-of-service study recommending a uniform 4.5% increase across rate categories. "This plan will balance the operating and capital budgets and the proposed rate plan will become effective on 02/01/2026," Housry told the council.
Staff said an independent study corroborated the recommended increase. Council members asked when rates were last changed; staff clarified the previous increase was implemented in October 2024. Residents asked whether the stormwater fee would rise; Housry said stormwater charges are based on square footage and are not part of this ordinance and have not been raised since 2020.
Council held a public hearing and then voted to close the hearing and adopt the ordinance. Council members noted that a simultaneous trash-rate adjustment approved earlier this month will mean many households will see multiple increases around the same time on the consolidated utility bill.
