Marsh Auto Reconditioning granted vehicle-repair CUP with conditions in Shakopee

City staff presented the application and recommended adoption of Resolution PC 20-26-002 with conditions. Staff said the 2.73-acre site is zoned I-2 (heavy industrial), the property owner is Stagecoach LLC (Eugene Hansen), and the applicant, Jim Marsh, would use an existing building as a tenant. "Services to be offered include light dent repair, spot painting, vehicle wraps, detailing, buffing and polishing, [and] paintless dent removal," the staff presentation said. Staff recommended a change-of-occupancy permit, that vehicles be serviced only inside the building, no vehicle sales be permitted, no storage of unlicensed or inoperable vehicles on-site, and a limit of nine vehicles waiting for service.
Applicant Jim Marsh, who signed the attendance sheet, told the board he plans to begin operations "as soon as possible" and that he expects to be a sole operator at first. "It's a small, basically, a glorified detail shop," Marsh said, adding he may hire additional employees over time. Marsh said paint use would be minimal: "six ounces and less," and he confirmed he understood the conditions restricting engine work and oil services.
A commissioner moved to adopt Resolution PC 20-26-002; subsequent roll call named six commissioners who responded "Aye." The transcript records, "That motion passes 6 2 0." The board record includes the resolution and the conditions cited by staff.
The board's action allows Marsh Auto Reconditioning to proceed subject to the stated conditions, including any permits required by the building department and compliance with hazardous-waste requirements as determined by Scott County Environmental Services.
The board moved on to the next agenda item after the vote.
