Wyoming County board reassigns two grass-cutting sites, awards new vendor and approves a 2026 Bluebird school bus purchase

On agenda item 4 staff recommended, and the board approved, removing Burrell McKinney and Oceana Middle School from Grass Guys’ mowing contract after the contractor requested those sites be removed. Staff explained past practice is to offer removed sites to the next-highest bidder. The board then moved to item 5 and approved awarding the vacated sites to the next-lowest bidder, T and S Lawn Care (Ken Bacon). Board discussion repeatedly noted that Grass Guys’ past service quality was not the issue; the contractor volunteered the change because he no longer had capacity to maintain those larger sites.
"He reached back to me literally two or three days after we had that board meeting...he said he did not want to be seen in a negative light," a board member said, explaining the vendor’s request to relinquish some sites.
Separately, on agenda item 6 the board approved the purchase of a 2026 Bluebird gasoline school bus the district was offered for $144,000. Staff explained the purchase would be funded from this year’s bus replacement funds (reported at $505,000) and argued buying now could avoid an expected $10,000–$30,000 per-bus increase tied to possible future tariffs. The motion to purchase carried on a voice vote.
All actions were taken by voice vote at the meeting; board members answered questions during discussion and staff confirmed continuing contracts for other campuses.
