Commission approves rezoning correction and two salary ordinances; votes recorded unanimously

The Grand Rapids City Commission on Nov. 5 adopted three enacted items by unanimous roll call:
An ordinance amending the legal description for a portion of 411 Fuller Avenue (the 411 Fuller project) to reflect a prior rezoning (the northeasterly ~25.74 feet rezoned to a traditional neighborhood/traditional business area to facilitate a lot split and recombination for future residential development). Commissioner Sasse explained the background of the prior rezoning action; the ordinance was adopted by roll-call vote with all commissioners recorded as voting yes.
A salary ordinance adjusting pay for non-represented management employees (across specified pay ranges) was approved. The ordinance establishes multi-year percentage increases (5%, 4% and 4% for ranges 08–13 effective July 1, 2025, with additional increases in 2026 and 2027; a separate scale for range 14 of 4%, 3.5% and 3%) and provides retroactive pay to employees’ first paycheck after July 1, 2025. Commissioners discussed the item briefly in fiscal committee; the commission approved the ordinance and also adopted a subsequent motion for immediate effect.
A second salary ordinance amended section 4.2 of ordinance 2025-31 to reclassify parking services supervisor and parking operations superintendent and to create a Parks Planning and Project Manager classification to align titles and pay with industry standards. The commission approved the ordinance by roll-call vote and granted immediate effect.
All three items were passed with unanimous votes as recorded on the roll calls in the meeting minutes. No dissenting votes, abstentions or recusals were recorded on these agenda items at the Nov. 5 meeting.
