Representative Josiah Hill presented House File 3741 as a technical cleanup bill to modernize statutory references for veterans higher-education programs and to consolidate rarely used one-time benefits into the state's veterans education framework.
John Kelly of the Minnesota Department of Veterans Affairs said the bill would simplify benefit application and administration by consolidating a seldom-used $250 educational benefit for surviving dependents and bringing POW/MIA dependent provisions into the primary spouse and eligible dependent program. Kelly explained the changes did not require a new appropriation and would streamline administration in light of the larger Minnesota GI Bill and more recent higher-education benefit changes.
Representative Hill moved to re-refer House File 3741 to the general register, and the committee approved the motion by voice vote. The bill will proceed to the register for further consideration.
