Council cancels Jan. 5 meeting, schedules Jan. 20 water-rate workshop; vote 5–1

The Lake Jackson City Council voted Dec. 15 to cancel its Jan. 5, 2026 meeting and to schedule a 5 p.m. workshop on Jan. 20 to receive a presentation on the city’s water-rate study.
Staff recommended canceling the early-January council meeting because the agenda was expected to be light and proposed a workshop for the NuGen water-rate study. Staff outlined three topics the consultant will present: meter sizing to differentiate charges by meter capacity, apartment-unit billing options and consideration of a winter-average method. Staff said the workshop would be for presentation and questions only; no decision would be required at that meeting.
Councilwoman Seth (speaker 5) moved to cancel the Jan. 5 meeting and to meet at 5 p.m. on Jan. 20 for the NuGen presentation; the motion was seconded by Councilman Buell (speaker 4). The motion passed 5–1. The transcript notes that "Veney" voted no; the council recorded the motion as carrying with a 5–1 vote.
Councilmembers discussed concerns about meeting length and the desire not to curtail substantive discussion; staff said the consultant would present and return for follow-up discussion in subsequent meetings if necessary. Staff also said that if additional meetings were necessary after the presentation, the consultant could participate remotely to limit travel costs.
