Council approves first reading to lower Sleepy Hollow speed limit to 25 mph

The Lake Jackson City Council voted Dec. 15 to approve on first reading an ordinance reducing the Sleepy Hollow subdivision speed limit from 30 miles per hour to 25 miles per hour.
Staff described the conditions that justify the reduction without a separate engineering study: narrow roadway widths, open ditches and a lack of sidewalks that create hazardous conditions for pedestrians. Council members discussed similar local streets (including Glenwood Street) and the intent to record the council’s findings in ordinance language so future reviewers can understand why Sleepy Hollow was treated differently from other streets.
Councilman (speaker 7) made the motion to approve the ordinance on first reading; Councilman Senhania (speaker 2) seconded. The council voted in favor of the first reading with no recorded opposition. The council instructed staff to bring the ordinance back in January for the next step in the process.
If adopted on second reading, the ordinance will change the posted speed limits in the specified subdivision. The council discussed placing one sign at the entry as part of the implementation and kept the change narrowly targeted to streets meeting the stated criteria.
