Staff said two providers responded to the solicitation; one bid was judged non-responsive because it did not follow the requested pricing format and the other — GFL — provided responsive pricing that resulted in an estimated $10,000 annual savings compared with the city’s budget projection. Staff noted the city still conducts many roll-off operations in-house and will call the contractor when load volume or equipment needs exceed internal capacity.
The council moved, seconded and carried the contract approval by voice vote. Staff said the $250,000 is expected to be reimbursed from customer billings and that the city will continue assessing staffing and equipment needs for long-term operations.
