General Counsel Kelly Douglas said the policy "defines the positions that would be affected based on the job title, the level within the organization" and establishes review and approval processes as well as notice periods and formulas used when an administrator returns to a faculty role.
Several governors pressed administrators about fiscal effects. "So how do you budget for something like this?" one governor asked during the discussion, referencing possible effective dates and the difficulty of forecasting salary obligations. Administrators said budgeting would rely on vacant‑position assumptions, HR salary ranges and the regular budgeting process; they emphasized retreat rights are discretionary and tied to performance and criteria rather than an automatic obligation.
After discussion, a committee motion to adopt the policy was moved and seconded and the board approved the recommendation by voice vote. The board-recorded action adopts the policy language presented in the board book and directs administration and general counsel to implement the specified review and approval steps.
