Richland County board adopts 2024'034 comprehensive plan and approves several routine resolutions

The Richland County Board of Supervisors adopted a countywide comprehensive plan for 2024 through 2034 after hearing a brief presentation from Dan Hauck of the Southwestern Wisconsin Regional Planning Commission.
"This plan satisfies the state statutes as well as creates a more narrow focus plan for the county and goals that the county should achieve over the next 10 years," said Dan Hauck (S14), who asked the board to formally adopt the plan as recommended by the executive committee.
Supervisor Glassrunner moved the resolution to adopt the comprehensive plan; the motion was seconded and the board approved the ordinance by voice vote. In discussion, supervisors emphasized that the plan will now have a committee tasked to act as the plan commission and to check in semiannually to track implementation.
The board also handled several other routine governance items during the session:
- Rezoning (Ordinance 25-2): The board approved an amendment to rezone a 12.27-acre parcel owned by Royce Dieter in the town of Dayton from agricultural/forestry to agricultural residential (AR). The ordinance was offered by the Natural Resources Committee and passed by voice vote after supervisors said keeping zoning classifications current helps when property owners seek building permits.
- Appointments to the CCS coordinating committee: The board approved appointments to the Comprehensive Community Services coordinating committee as presented; Trisha Clemens was available to answer questions.
- Internal election: Members filled a vacancy on the committee on committees; the selection process was open (non-secret) and the chosen candidate agreed to serve.
All items noted above were moved, seconded and approved by voice vote unless otherwise noted in the official minutes.
What happens next: Staff will publish the ordinance and the county will begin semiannual implementation check-ins through the designated executive committee acting as the plan commission.
