"Because of such a late start, you have a choice to make," the staff member said, urging the board to weigh the semester imbalance.
Board members acknowledged the difficulty of the choices and the classroom impacts; after discussion a motion to adopt Draft 1 passed by voice/roll-call vote and the chair announced the draft passed.
