Knox County Commission adopts 2025 Hazard Mitigation Plan to help towns compete for grants

The Knox County Commission voted to adopt the 2025 Knox County Hazard Mitigation Plan at its Aug. 12 meeting, approving an updated document county officials said will help local towns win federal and state resilience grants.

County officials described the plan as primarily informational and statutory in purpose: it compiles local environmental statistics, hazard analyses and proposed mitigation measures needed by towns when applying for grants. "This plan is really important for the towns because it enables them to be able to apply for grants that require that," an Emergency Management official said during discussion.

The County Administrator and Emergency Management staff explained that having a FEMA-approved hazard mitigation plan can increase towns' competitiveness for programs such as the Community Resilience Partnership and other grant opportunities. The administrator said the update was supported by a hazard mitigation grant that paid for a consultant to assemble multi-jurisdictional data and coordinate with other government levels.

The commission moved, seconded and approved the action by voice vote; the chair announced "3 in favor, none opposed." The action authorizes the plan as the county's 2025 hazard mitigation strategy; county staff will publish the plan and make it available for towns and grant applications.

Next steps include distributing the adopted plan to towns and stakeholders and using the document to support grant applications that require an approved hazard mitigation plan. The commission provided no additional funding as part of the adoption; the vote was limited to approving the document for use in grant and planning processes.
