Council sets Feb. 10 hearing on Land Bank's proposed sale of a well use easement on Orcas Island

San Juan County set a public hearing for Feb. 10, 2026 to consider conveying a model well and utility easement on an 80‑acre Land Bank parcel on Orcas Island.
Lincoln Borman, San Juan County Land Bank director, explained the parcel was bequeathed with a life estate and includes a well; the adjacent family has a separate property with a dry well and wants use of the Land Bank well. An appraisal placed the easement value at $2,600. Because the property is encumbered by a conservation easement (San Juan Preservation Trust), the sale process must include the trust’s concurrence and a public hearing where council decides the method of conveyance (auction, direct sale, etc.).
Staff recommended a direct sale to the neighbor, John Bridal, at the appraised value; council set the hearing time at 9:15 a.m. on Feb. 10 and directed staff to return with required public‑hearing materials.
The hearing will allow neighbor comments and any required findings; staff said additional due diligence and local outreach to Waldron Island will occur prior to the hearing.
