San Juan County Council adopts two 2025 budget‑amendment ordinances totaling about $2.27 million

The San Juan County Council on Dec. 16 adopted two ordinances revising the 2025 county budget, approving emergency and supplemental appropriations that together increase appropriations by roughly $2,270,000.
Molly Foote, who presented the package, said the emergency appropriations cover 21 requests recommended by the county budget team and total $1,130,000; the supplemental appropriations package includes eight requests from five departments and totals $1,140,000. "Collectively, that's just under $2,300,000 increase," Foote said in the presentation, and characterized the amendments as consolidating and finalizing prior 2025 budget adjustments.
Council members discussed one item — a treasurer‑requested check‑scanner system — and declined to move it forward now, citing tight funds and staff turnover in the treasurer's office. Council member Fuller acknowledged the proposal as an efficiency measure but said the office's limited funds mean it will not be funded "this time around." The chair said several other requests were recommended by the budget team and that council could adopt the ordinances as presented or as amended.
Fuller moved to adopt the emergency appropriations ordinance; Paulson seconded, the chair called the vote and the motion carried. The council then moved, seconded and approved the supplemental appropriations ordinance by voice vote.
The ordinances amend previously adopted budget ordinances for 2023–2025 and adjust fund totals for the year. Council members thanked Foote and budget staff for compiling the requests and noted the actions are intended to preserve services in a challenging budget environment.
The ordinances take effect according to their published terms. Staff said details of each departmental request and line‑item changes are available in the related staff report and ordinance texts.
