UW researchers tell county council Growler jet noise exposes thousands regionwide and may affect sleep, hearing and learning

University of Washington researchers and regional advocates told the San Juan County Council that expanded military aviation operations from Whidbey Island have driven modeled noise exposures across a broad area and that those exposures are associated with substantial risks to sleep, hearing and learning.
Gio Jacuzzi, a UW PhD candidate, explained the team combined acoustic monitoring with validated simulation of flight operations to generate noise-propagation maps. Those maps were layered with population data to estimate community exposure to single-event and cumulative noise metrics commonly used in health-impact assessments. The presenters said their modeled contours and exposure-response calculations indicate population-level impacts well beyond Island County and that some metrics and relationships used for civil aircraft may understate effects from intense low-frequency military noise.
Key modeled findings discussed at the meeting included a modeled exposure area tied to 45 dB cumulative thresholds (a benchmark cited from World Health Organization guidance) and a regional population exposed numbering in the tens of thousands; presenters reported a modeled regional population over 74,000 living within contours they judged harmful to human health. They also reported modeled nighttime exposure impacts of roughly 41,000 people and estimated approximately 8,000 highly sleep-disturbed people and about 8,000 people exposed to levels that could incrementally increase long-term hearing-impairment risk. Presenters cautioned these are model-based estimates and sensitive to the exposure-response functions chosen; they said functions developed specifically for military aircraft predict higher impacts than functions developed for civil aviation.
Presenters stressed two important limitations: (1) a portion of the modeled exposures exceed ranges historically used in conventional exposure-response relationships, producing uncertainty about exact magnitude of harms at these unprecedented levels; and (2) conventional mitigation such as building retrofits may be less effective against low-frequency energy that penetrates structures. They said mitigation strategies that could reduce population exposure more effectively include altering flight paths, changing the timing of operations to avoid sensitive periods such as nighttime and school hours, and reducing the volume of operations that produce extreme low-frequency events.
Council members asked about progress at the federal level and whether litigation or legislative pressure has yielded mitigation. Panelists said a federal NEPA lawsuit related to the Navy's environmental analyses remains active, the recent federal government shutdown delayed case resolution and that state-level advocacy may be the most productive near-term strategy. Presenters also said—in response to a council question—that the Navy had an allocation reported in October for jet-noise mitigation in schools, which they cited as about $38 million; presenters cautioned that school retrofits may not fully address low-frequency noise impacts and that community-prioritized mitigation and flight-path changes remain critical to reduce population exposure.
County councilors and the presenters discussed potential next steps: sharing data with state elected officials, prioritizing mitigation areas through community feedback and complaint records, and working with regional partners to press for operational changes where feasible. The presentation generated follow-up requests from council members for additional briefings and one-on-one follow-ups with advocates and researchers.
Speakers and panelists emphasized the need for more peer-reviewed and community-centered research on the specific health impacts of intermittent, high-intensity military noise and urged cross-jurisdictional coordination for mitigation planning.
