County overrides city planning denial to clear juvenile justice center permitting

County staff presented Resolution 3‑26‑27 seeking to override the City of Franklin Planning & Sustainability Department’s denial for the proposed juvenile justice center (COF number 9026). Jim Cross explained the items the county was asking to override: two parking‑related exceptions and a city architectural requirement calling for a base and top feature on building facades. The county’s current design uses precast exterior panels; adding the architectural base/top would be cost‑prohibitive, Cross said.
Cross told commissioners the city had previously recommended that the county seek an override in similar circumstances; staff said the county prefers to submit permitting pieces separately (jail first, JJC second, alternative learning center later) so the overall project can proceed in phases. Commissioners asked whether phasing would raise costs; staff said some early release packages are being bought as one combined package to gain pricing advantages.
After questions, a motion to approve Resolution 3‑26‑27 was moved, seconded and passed by unanimous voice vote, enabling the county to proceed with permit submissions and early site work.
