Wei Tong, senior engineering manager, briefed the council on drainage problems in the Austin Parkway neighborhood that dated to Hurricane Harvey and explained a two-part scope: (1) replace and upsizem storm sewers and install larger inlets and manholes with improved interconnections and (2) construct a new outfall on the West Channel with a proposed storm drainage system to conduit runoff from Settler Way to the outfall. Tong said the city issued an RFQ, evaluated 22 submittals, interviewed six firms and selected Quiddity for its local design experience. He reported a construction estimate of about $12 million and presented a proposed professional services contract in the amount the staff listed on the agenda ($1,215,634) with a notice-to-proceed in March 2026 and anticipated construction in April 2027.
Councilmember Jacobson moved to approve the contract; Councilmember Miller seconded. The council approved the motion 7-0.
Next steps: staff will finalize the design contract with Quiddity, proceed with the design phases (30/60/90/100 percent) and continue stakeholder coordination, including work with Fort Bend County and area schools.
