Resident asks commissioners to waive pavilion fee for memorial; board cites precedent and budget concerns

A resident asked the Columbia County Board of Commissioners to waive the Fairgrounds Pavilion fee for a celebration of life for community volunteer Mindy Betsler, describing her as someone who frequently sponsored youth sports and community events.

"I would like the commissioners to waive the fee on the Fairgrounds Pavilion for us to have her celebration," the resident said, explaining that Mindy "gave and gave and gave" to the community. Commissioners acknowledged the request and expressed sympathy.

Several commissioners raised concerns about setting a precedent and about the county's budget. One commissioner noted that fees had previously been waived frequently and that doing so reduced budgeted revenue: "It got to the point where we almost were waiving it all the time, and we weren't getting the revenues that we even budgeted." That commissioner said the board had stopped general waivers and preferred a set standard to avoid arbitrary decisions.

The resident said she understood the difficulty and that she was asking because Mindy had been a major volunteer contributor. No formal motion to waive the fee was recorded; the resident said she would continue to request assistance and staff indicated they would follow up with the family. The exchange occurred during the public-comment portion of the meeting rather than as a formal agenda action.
