The Forest Lake Planning Commission began its February meeting by electing leadership and completing routine business before taking two major policy discussions.
Gerard was confirmed as chair by acclamation following a motion by Commissioner Young; Stender was reappointed vice chair by voice vote. The commission approved the meeting agenda and the minutes from Jan. 28, 2026, and then moved into discussion items.
Staff updates: Community development director Abby told the commission about a Transit Link pilot that offers door-to-door circulator service on Tuesdays and Thursdays; she noted initial usage was extremely low. "In its first week of service, they had no calls for service," Abby said, adding staff will work with community partners to boost outreach. Abby also described a low-interest homeowner-repair loan program administered through the Washington County Community Development Agency using city-allocated affordable-housing dollars; the program will serve households up to 115% of area median income (using county metrics).
Environmental review: Staff reported that the public comment period on the environmental assessment for a proposed Tim’s Marina addition closed with 29 individuals/agencies submitting comments and about 130 total comments; staff is working with the applicant to address state-agency and local concerns.
Administrative items: The commission welcomed new Commissioner Corey Goodwin and discussed scheduling and training for new members. The meeting concluded after a motion to adjourn was approved by voice vote.
No substantive votes were taken on the code amendments; staff will return to the commission with draft ordinance language and a proposed public-notice plan before council consideration.
