Council tables public hearing for Forest Road North Garage Condos PUD to Feb. 23

The City Council voted to table the public hearing on the Forest Road North Garage Condos final plat and planned unit development until Feb. 23 after staff said negotiations with the developer remain incomplete.

"Tonight, we've scheduled a public hearing for the consideration of that PUD plat, but we do have some items that we're continuing to work through with the developer," planning staff member Abby told the council, and she asked the council to "table that public hearing till February 23." Staff framed the central issue as whether the developer should upgrade Forest Road North now, pay for improvements later through a deferred‑development fee agreement, or accept assessments.

Council members questioned how deferred assessments would affect future condo owners and whether sewer and water utilities would support the proposed 150‑unit condominium development. Staff said the developer will extend water and sewer lines and that the sewer will connect to the Met Council main; the road upgrade remains the primary outstanding policy decision.

Following discussion, a council member moved and the council seconded a motion to table the hearing until Feb. 23; the motion carried.

What happens next: Staff will return to the council on Feb. 23 with updated materials and a proposed deferred development‑fee agreement or alternatives for road improvements and assessments.
