Laura Adkins, participating virtually as the PED reviewer, said the team praised leadership presentations and on‑site classroom observations at Clovis High School and La Casita, calling the district's English language development instruction "one of the best we have seen across the state." She said the review covered Title III, bilingual/multicultural programs and equity council work and included desktop and site visits.
Adkins said the two findings are procedural: (1) the PED requested a list of staff required to take the English learner identification course along with certificates — the district presented aggregate numbers but not the specific documentation — and (2) parent notification letters for the bilingual/multicultural program had not been placed consistently in student cumulative (CUE) files. The district will submit the staff documentation by March 10 and develop a state‑recommended parent letter template to be placed in files and sent annually along with student reports.
Adkins also recommended continued strategic use of Title III funds (the district has been holding funds to sustain an instructional coach) and participation in equity council collaboration. District staff emphasized that corrective actions are in place and framed the findings as procedural rather than instructional.
