Lakeville planning commission recommends Kenrick Corner preliminary plat and easement vacation

The Lakeville Planning Commission on Jan. 9 voted to recommend approval of the Kenrick Corner Second Edition preliminary plat and the vacation of an existing drainage and utility easement, forwarding the matter to the City Council’s Jan. 21 meeting.
Jennifer Hasskamp, owner of Camp Real Estate and Development, presented the proposal on behalf of the applicant, Messenbrink Construction and Engineering, describing the plan to replat an approximately 1.6-acre outlot into a single commercial lot to accommodate a roughly 9,600-square-foot, two-tenant retail building. “The project itself is about a 9,600 square foot building,” Hasskamp said, adding that the design preserves mature landscape buffering to the north and uses exterior materials consistent with Lakeville requirements.
Planning staff summarized the technical review and recommended approval subject to six stipulations listed in the Dec. 13 planning report. Staff noted the easement vacation is administrative in nature: the existing drainage and utility easement on the outlot will be vacated at preliminary plat stage and then rededicated with the final plat so there will be no net loss of easement rights. Staff also called attention to a missing exterior trash-enclosure detail on the submitted plans, saying the applicant must add it if an exterior enclosure is proposed.
During brief commissioner questions, Hasskamp said leases for the two tenant spaces had not been signed but the applicant was in discussions with prospective occupants and expected the building to be occupied once constructed. A commissioner moved to recommend approval of the preliminary plat and easement vacation subject to the six stipulations; the chair seconded. Miss Erickson called roll and the commission recorded unanimous ayes, approving the recommendation to council.
The recommendation will be considered by the City Council at its Jan. 21 meeting.
