Zoning board approves revised Taco Bell site plan after engineer details pedestrian, circulation and screening changes

The Monroe Township Zoning Board on Aug. 27 approved preliminary and final site plans for application BADash5248-24 after the applicant's engineer summarized plan revisions responding to township engineering and planning review letters.
James (Jim) Henry of Dynamic Engineering, the project engineer, told the board he had submitted updated aerial and site plan exhibits dated Aug. 27, 2024, that address concerns raised at the board's June 25 meeting and in the board professionals' August review letters. Henry said the revised plan aligns the drive‑through lane with the egress driveway, adds striping and signage to create a merge point, removes bank parking along the northerly property line to reduce impervious coverage while remaining compliant with parking requirements, and relocates a pedestrian crosswalk so it does not pass through a loading zone.
"We added the striping and coordinated with the board's engineer as far as adding proper striping, proper signage," Henry said, recounting the changes. He also described added bollards and a fence around an outdoor seating area and raising the parapet approximately three feet to help screen rooftop HVAC equipment.
The board's planner and engineer reviewed the revised exhibits in the meeting and confirmed that one previously requested waiver (related to a loading space and crosswalk) was removed from the request following the submission. The planner noted a technical dimension change to a landscape buffer from 18.2 feet to 15.9 feet on the revised plans.
A motion to approve the preliminary and final site plan, conditioned on full adherence to the board professionals' requests and submission of outstanding technical items, was made and seconded; the board conducted a roll‑call vote and approved the application. The board's roll call recorded support from the members present and no negative votes were recorded on the motion.
The board's action means the applicant may proceed to finalize site‑plan details with township staff and the board's consultants, subject to the conditions noted during the meeting, including submission of any remaining technical exhibits and confirmation of required on‑site details such as ADA detectable warning surfaces and stormwater calculations at the site‑plan stage.
The meeting record shows that there were no public comments on this application during the public‑comment period for this agenda item. The board closed public testimony for the application and the applicant and counsel thanked the board before leaving the hearing.
The zoning board's approval was limited to the materials and stipulations presented on Aug. 27; additional technical items flagged by the board professionals will be addressed during the site plan compliance process.
